Why is everyone so surprised by the ethics problems of Jim
Wright, Tony Coelho & Co. (NATION, June 12). Self-interest dictates
that Congressmen will accept honorariums, free travel, PAC funds
and gifts as long as they are legal. Since more than 90% of all
incumbent members of Congress are re-elected, logic suggests that
the majority of Americans are quite happy with the quality of the
Congress.

If Newt Gingrich is so concerned about three decades of
Democratic dominance of Congress, my advice to him is to recognize
that the Democratic majority was duly elected. He should start
figuring out how (if it is possible) to make the Republican Party
more responsive to the needs of middle- and lower-class voters.
